- Each year the annual accounts are audited by the Auditor General for Wales. Prior to this date, any interested person has the opportunity to inspect and make copies of the accounts and all books, deeds, contracts, bills, vouchers and receipts etc relating to them for 20 working days on reasonable notice. For the year ended 31 March 2026, these documents will be available on reasonable notice on application to:

- From 14 September 2026, until the audit has been completed, Local Government Electors and their representatives also have:
- the right to question the Auditor General about the accounts.
- the right to attend before the Auditor General and make objections to the accounts or any item in them. Written notice of an objection must first be given to the Auditor General. A copy of the written notice must also be given to the council.
The Auditor General can be contacted via: Community Council Audits, Audit Wales, 1 Capital Quarter, Tyndall Street, Cardiff, CF10 4BZ or by email at communitycouncilaudits@audit.wales.
The audit is being conducted under the provisions of the Public Audit (Wales) Act 2004, the Accounts and Audit (Wales) Regulations 2014 and the Auditor General for Wales’ Code of Audit Practice.
Electors’ rights under the Public Audit (Wales) Act 2004
By law, anyone may inspect the council’s accounts. If you are registered to vote in local council elections, you (or someone acting on your behalf) also have the right to ask the Auditor General questions about the accounts and to raise formal objections.
Inspecting the accounts
Once the council has finalised its accounts, it must advertise that they are available for inspection. After giving reasonable notice, you may inspect the accounts and supporting documents for 20 working days. Copies may be requested, although a copying charge may apply.
Asking the auditor questions
Questions may only be asked about the accounts that are subject to audit. The Auditor General does not have to answer questions about council policies, decisions or procedures unless they directly relate to the accounts, and does not have to say whether something is lawful or reasonable.
Objecting to the accounts
If you believe the council has spent money unlawfully, or that someone has caused a financial loss deliberately or through irresponsible behaviour, you may object. Objections must be made in writing to the Auditor General, explain the reasons clearly, and a copy must also be sent to the council. The Auditor General will decide what action, if any, to take. In some cases, you may appeal to the courts.
You may also object if you believe there is an issue in the accounts that should be reported publicly in the public interest. This process cannot be used to make personal complaints or claims.
Other ways to raise concerns
Instead of making a formal objection, you may provide information to the Auditor General if you believe there are errors in the accounts or concerns about waste or inefficiency. There are no set procedures or deadlines for doing this.
Important information
The cost of dealing with questions and objections is paid by local taxpayers. The Auditor General will only pursue matters that are in the public interest. If you take a matter to court, you may have to pay your own costs.

DIWEDD | 13 May 2026 Private landlords across Powys are being invited by the county council to take part in a new forum, created to offer practical support and reassurance as the housing sector faces significant legislative and regulatory change. The Landlords Forum, which has been launched by Powys County Council, has been created specifically in response to concerns raised by local landlords, many of whom are facing new legal requirements around property standards, energy efficiency and tenant management. The forum, which will take place from 5pm on Monday, June 29 at County Hall, Llandrindod Wells, will bring together housing specialists from the council as well as Rent Smart Wales representatives, will focus on: Changes to housing legislation and landlord responsibilities Energy Performance Certificates (EPCs) and property standards Registration, licensing and compliance Practical steps landlords can take now to prepare for future changes. Cllr Matthew Dorrance, Deputy Leader and Cabinet Member for a Fairer Powys, said: “Local landlords are an essential part of Powys’ housing system, particularly in our rural communities. We want to support those who provide good‑quality homes by reducing confusion and uncertainty and offering clear, straightforward advice. “By working closely with landlords and listening to the issues they raise, we can strengthen relationships, improve standards, and help create a fairer, more stable housing market across the county.” Cllr Jeremy Pugh, county councillor for Builth Wells and a landlord himself, has welcomed the establishment of the Landlords Forum. “Landlords are dealing with a lot of change at the moment, and that can feel overwhelming – especially for smaller, local landlords,” said Cllr Pugh. “This forum is about giving people the chance to ask questions, get reliable information, and hear directly from those responsible for advice and enforcement. As a landlord myself, I know how important that clarity is.” Private landlords are encouraged to register and submit questions by emailing housing@powys.gov.uk. Any questions submitted will allow the council to shape the agenda around the issues that matter most locally. Powys County Council will introduce new and improved collection routes to make the recycling and waste service more efficient. These changes mean that many households will have a new collection day. | Why are collection days changing? Collecting recycling and waste from more than 69,000 homes across 2,000 square miles is challenging. We regularly review our collection routes to improve efficiency, reduce carbon emissions and reduce costs. When we create or review our collection routes, we look at many factors. These include where new homes are built, changes made to roads, new or upgraded vehicles, changes to environmental la ws, pressures on the council’s budget, and how our service impacts on carbon emissions. Because of this, we have changed the collection days to some households. |

Publication of audited accounts for the year ended 31 March 2025
Regulation 15(5) of the Accounts and Audit (Wales) Regulations 2014 (as amended) requires that by 30 September 2025,FELINFACH COMMUNITY COUNCIL publish its accounting statements for the year ended 31 March 2025 together with any certificate, opinion, or report issued, given or made by the Auditor General.
The accounting statements, in the form of an annual return, have been published on the Council’s website. However, the Auditor General has not yet issued his audit opinion and report and therefore the accounts are published before the conclusion of the audit. The annual return will be published along with the Auditor General’s report and opinion when the audit is completed.

Carers Allowance is the lowest benefit of its kind at £64.60 per week. It is the main benefit for people caring unpaid for family or friends. We want to see Carer’s Allowance significantly increased for all carers in the UK.
In Scotland, Carer’s Allowance is going up by £8.50 per week, to the same level as Jobseeker’s Allowance. In the short term we want Carer’s Allowance in England, Wales and Northern Ireland to be raised by at least £8.50, to match the changes being made in Scotland.
Carers UK is sending a letter on behalf of the 6.5 million carers in the UK to Secretary of State, Esther McVey, calling for Carer’s Allowance to be raised to the level of Jobseeker’s Allowance
